On-post family quarters consist of one- and two-story single-family homes, townhouses, and duplexes. Many houses on post were built in the early 1800s, now with modern upgrades. Through the Army’s Residential Communities Initiative, Fort Leavenworth is constructing new homes and performing various levels of renovation to the existing units over the next nine years.

On March 1, 2006, Fort Leavenworth family housing became privatized under the Army’s Residential Communities Initiative (RCI). The program’s goal is to improve the quality of life for military families by offering safe, affordable and attractive residential communities. The intent of the program is to provide military families the same quality of life housing as the civilians they defend. The Army chose Michaels Military Housing, LLC (MMH) as the development partner to take on this mission at Fort Leavenworth. The Army and Michaels came together to form a new entity that owns the housing — Fort Leavenworth Frontier Heritage Communities, LLC (FLFHC).

While FLFHC is the owner, MMH handles all of the day-to-day construction, and housing operations are professionally managed by Jillden Realty Management Company. MMH is solely owned, managed and operated by Michaels Development Company and its affiliate, Jillden Realty Management. MMH has been organized and resourced to be a long-term partner with the military in implementing the Military Housing Privatization Initiative. Clark Realty Builders, as the general contractor, is constructing new homes and renovating current housing to bring them up to community standards.

MMH has started its 50-year plan for the development, construction and operations of 1,578 privatized family housing units on Fort Leavenworth. A total of 703 homes will be demolished, 708 new homes will be built, and 588 homes will receive varying levels of renovation.

Housing Registration

All military members with families are required by the Department of the Army to report to the Housing Service Office (HSO) as part of in-processing. Military personnel must sign in for duty and have their permanent-change-of-station orders before they can apply for on-post housing. Fort Leavenworth homes are available to military members from all service branches assigned to Fort Leavenworth.

As new families arrive at Fort Leavenworth, they will be directed to the housing office where they will be greeted by a team of professionally trained housing coordinators. The housing coordinators give new families information on available homes. Both the FLFHC and HSO offices are located at Dodge Hall, 549 Kearney Ave. Normal operating hours are 7:30 a.m. to 4 p.m. Monday through Friday. The phone number is (913) 682-6300.

A total of 978 family quarters house permanent party families, and another 600 units are set aside for accompanied Command and General Staff School, School of Advanced Military Studies and Advanced Operational Arts Studies Fellowship students. The waiting times for assignment to on-post housing varies by rank and bedroom requirements, as well as time of year. Service Requests

Residents can call 651-3838 to request maintenance service. Service requests can also be submitted via the Web site http://www.ftleavenworthfamilyhousing.com

Service requests are placed into one of three categories: emergency, urgent or routine. For tracking, a number is assigned to the work order at the time of request. When calling, residents should clearly state their name, address and phone, and the nature of the problem to ensure a proper and effective response. Residents should also provide permission to enter their home, or request a morning or afternoon appointment. FLFHC expects to respond to all maintenance requests within 72 hours.

In addition to responsive maintenance service, FLFHC provides yard maintenance for each home. Military families no longer have to cut grass around their homes, except within fencewd yards.

Pets

Residents may have two pets in housing. Pets are defined as domesticated animal such as dog, cat, bird, guinea pigs, hamsters or fish. Wild animals, domesticated game animals, and exotics, such as reptiles are not considered pets.

Pets must be registered at the Veterinary Treatment Facility within five days after arrival or acquisition, or during in-processing. Registration requires current immunization certificates for rabies and distemper. Call the Veterinary Treatment Facility at 684-6510.

When outside, pets must be on a leash, securely tied, or in a fenced area. Animals wandering loose will be impounded, and owners will be charged administrative and daily boarding fees. Most family quarters have minimal yard space. Some apartment complexes have no private yards.

Animal waste must be cleaned up immediately when outside your assigned quarters or yard area, and at least weekly within your assigned
yard area.

Residential Communities Initiative

As the Army’s liaison to the FHC partnership, the RCI mission is to represent the family housing residents in dealing with the housing and installation staffs at Fort Leavenworth.

In general, and under normal conditions, residents will interact routinely with the FHC’s property management office for day-to-day items related to family housing. However, from time to time, the residents may need to contact the RCI to share their opinions about family housing or discuss other issues that may arise. The RCI may act as a mediator between the residents and the property management team on any unresolved issues or concerns. RCI also handles the HSO.

Unaccompanied Permanent Party

Permanent party single Soldiers in grades E-5 and below are housed in the Single Soldier Quarters (SSQ).

Off-Post Housing

Many families buy or rent housing in the nearby private communities. The Housing Services Office (HSO) is staffed with government employees to provide relocation assistance to Soldiers and families in locating suitable private rental housing. Residents are encouraged to contact the staff at the Housing Services Office at 684-5661.

The “touch-for-information” computer system in Hoge Barracks gives 24-hour listings of hotels, motels, apartment complexes, and no-fee rental agencies. Permissive TDY - Personnel on permissive TDY must report to the gaining Housing Services Office prior to entering into a rental or purchase agreement. Soldiers must have a DA Form 1487 or DA Form 31 verified and stamped by the HSO on the first available duty day. Failure to do so may result in being charged leave for the entire period.

Rentals - Most rentals are within 30 miles of the post. Approximate rental costs (not including utilities) are from $400 to $950 for a one-, two-, or three-bedroom multiplex; and $850 to $1,300 for a three-, four- or five-bedroom single unit.

You should plan for a rental security deposit, usually one month’s rent in advance, and minimum six-month lease.

You must contact the HSO before you rent or buy housing off-post. This will ensure that you don’t enter into a rental agreement with a landlord or agent on the Restrictive Sanction List. The HSO staff’s training and experience with the local rental market will help you avoid problems.

Utility costs range from $100 to $250 per month. When required, the water deposit is $60 for the cities of Leavenworth and Lansing.

The gas/electric deposit for rental units usually ranges from $120 to $300. You may be exempted from paying a gas/electric deposit if you bring a letter of credit from another utility service within the United States, or if you’ve had Westar Energy or Kansas Gas Service in the past.
